Turkey's Digitalization Evolution from the Republic to the Present: Information Management and Documentation Policies

This study examines Turkey's digitalization process with a historical perspective on the axis of information management and documentation policies. Based on Daniel Bell's Information Society and Manuel Castells' Network Society theories, the analysis examines the process of digital transformation in three main periods. First, the period 1923-1980 is defined as a preparatory phase in which the foundations of bureaucratic information management were laid through archival legislation and library systems. The second period, 1980-2000, represents the transition phase in which the informatization process started with the introduction of information technologies and the internet into public administration. The post-2000 period represents the institutional maturity phase in which e-Government, open data and artificial intelligence strategies were centralized under the coordination of the Digital Transformation Office of the Presidency. As a result of the study, it is seen that Turkey's digitalization model has achieved success in technical infrastructure and public services, and is at the stage of integrating open data, artificial intelligence and digital ethics policies into public administration, but structural challenges remain in data security, digital inequality and sustainability. In addition, the study analyzes Turkey's digitalization process in historical continuity and presents policy recommendations for the institutionalization of knowledge-based governance culture.
